on january 20, 1899, president mckinley appointed first philippine commission (the schurman commission), five-person group headed dr. jacob schurman, president of cornell university, investigate conditions in islands , make recommendations. in report issued president following year, commissioners acknowledged filipino aspirations independence; declared, however, philippines not ready it. specific recommendations included establishment of civilian government rapidly possible (the american chief executive in islands @ time military governor), including establishment of bicameral legislature, autonomous governments on provincial , municipal levels, , system of free public elementary schools.
