Military operations 2003–04 Indonesian offensive in Aceh



after midnight on may 18, 2003, president megawati sukarnoputri gave 12th indonesian military chief, general endriartono sutarto, permission commence military operations against separatists. general sutarto imposed martial law in aceh period of 6 months , indonesian government subsequently deployed 1,500 soldiers , 12,000 police province. included parachute landing 458 paratroopers near aceh airport.


in june 2003, government announced intention print new id card distinguish people in aceh rebels. ngos , aid agencies ordered stop operations , leave area , government decreed assistance had coordinated through government in jakarta , indonesian red cross.


in may 2004, martial law in aceh came end , status of conflict downgraded civil emergency. indonesian coordinating minister ad interim hari sabarno announced change after cabinet meeting on may 13, 2004. government announced had made significant progress, , during operation thousands of gam members had been killed, captured , surrendered.


although martial law had been suspended, military operations being conducted military continued. estimated 2,000 people killed during fighting. according indonesian military sources, majority of victims soldiers, international human rights groups , locals, including government s human rights commission, claim of victims civilians. evidence suggests military not distinguish between combatants, , non-combatants. investigations found gam responsible atrocities occurred in aceh.


acehnese refugees in malaysia have reported widespread abuses in aceh, closed observers during military operation. trial of members of indonesian military considered difficult, , trials have occurred have involved low-ranking soldiers.
