in portland, nickname attributed leo samuel, founded oregon life insurance company in 1906 (known today standard insurance company). samuel grew roses outside home , placed pair of shears outside garden, people snip rose garden take themselves.


on june 18, 2003, city council unanimously approved resolution adopting city of roses city s official nickname.
