six days after submission, nebraska , wisconsin first states ratify amendment. on february 10, 1967, minnesota , nevada 37th , 38th states ratify, respectively. on february 23, 1967, in ceremony in east room of white house, general services administrator lawson knott certified amendment s adoption.
