second philippine commission (the taft commission), appointed mckinley on march 16, 1900, , headed william howard taft, granted legislative limited executive powers. between september 1900 , august 1902, issued 499 laws. judicial system established, including supreme court, , legal code drawn replace antiquated spanish ordinances. civil service organized. 1901 municipal code provided popularly elected presidents, vice presidents, , councilors serve on municipal boards. municipal board members responsible collecting taxes, maintaining municipal properties, , undertaking necessary construction projects; elected provincial governors. on 4 july 1901, taft became governor of civil administration philippines. regime, called insular government, administered country until 1935.
